Would Body Bludgeon + Ground Breaker = this?
Also, as a side note, would this be allowable by RAW?

Sure, it should work fine, though you'd only get one ground pound a turn that way without a source of extra standard actions.
Just noticed something about this:
until the creature is reduced to 0 or fewer hit points, at which point the creature becomes useless as an improvised weapon
Well, that's kind of hard to justify in-universe.

Well 0 HP if its anything like real death means they dump their bowels. So its wise to drop them.
Actually, 0 hp doesn't mean "death". It means "unconsciousness prior to death." (Otherwise, this is a great and funny point.)
It may well be a clause put in there simply to prevent this from being some form of weird "I kill you!" abuse (quite possibly as a method of saving players from harsh GMs)... but if so, it's slightly misplaced, in my opinion. To be clear, in general I don't think a GM should use this ability until a PC dies, but I know many would do so, as it's just a different play style.
That said, Blaphers has a good point - hard to justify "can't" in-universe/in-character.
Y'know, awesome as those are, am I the only one saddened that the existence of that Rage Power kinda makes it a barbarian-only maneuver? Sorry, mister Brawler, you can't use people as living weapons—you've gotta be a tenth level barbarian to do that. It's just too complicated a maneuver for you.

I mean, this is the ultimate "Jackie Chan" style stunt: Grab the goblin shaman and start bashing in the heads of his hobgoblin masters! It's perfect for an Improvised Weapon Master build.
If someone suggested this in my game, I'd frankly do my best to pretend that this barbarian rage power didn't even exist. Because once you've set the bar for how something is done, you've banned everyone else from doing it.

The Viking Fighter Archetype gets rage powers technically. Of course all this says is that in order to hulk smash someone, you must be a Barbarian, or barbarian-adjacent.

Unfortunately, the existence of the rage power probably excludes it. If you didn't need the rage power to wield people as weapons then the rage power wouldn't exist. It's the same issue with a lot of the bluff based Rogue talents like Rumormonger.
I'd allow it of course because generally Rule of Cool exceeds Paizo's decisions as far as I'm concerned but you can't expect that everywhere, especially if you're one of those poor souls who plays PFS.
Actually, according the the power itself, of course a weapon master can count as an improvised weapon. :D
