Not sure if I'm reading this right...

Gnomes are small, meaning 20 ft movement, said gnome has the elemental: fire sorcerer bloodline, which gives +30ft base speed.... so does that gnome have a constant 50ft movement?

Yeah, they do get an extra 30 feet to their move. You're gonna have a fast little gnome on your hands.

Ummm no, it kicks in at level 15 when you gain the Bloodline power "Elemental Movement"

Elemental movement kick in at lv. 15 (11 with robe of arcane heritage)

Level fifteen is when Elemental Movement becomes available. You won't be very fast for quite some time. :D
