Not always. There's at least one scenario that's been around since season 0 that doesn't have a purchase limit on a rather nice wand.

There are at least two unlimited partially charged Cure Light Wounds wands out there.

So far all of the season fives that I have looked at don't have limits on partially charged wands. Supprised me the other day.
