There is a race on the SRD called a Taddol that qualifies for the two-weapon fighting line without needing dex, and even starts with TWF as a bonus feat. They also have a racial feat to use a one-handed weapon in their off-hand as if it were light, and a follow-up feat that removes the -2 TWF penalty.
My question is, what kind of build/class would this be most useful for? By not needing Dex, it helps with the Dex vs Str problem many dual-wielders end up with. I was thinking a Fighter, dual-wielding bastard swords might work well. I also considered a Barbarian with the Jotunkin and Mounted Fury archetypes. The Jotunkin seems much better done than the Titan Mauler archetype. And it seems like a pretty cool image of a big two-headed elf riding in on a huge dinosaur, swinging a huge sword in each hand.
Anyway, just wondering how people would best optimize a TWF build that didn't need Dex.

Well, Taddol are a race from a 3rd party publisher. And allowing them to circumvent the required dex amount for TWF makes them exceptional good for that sort of thing and steps of the toes of the Ranger class too much and as a GM I simply wouldn't allow them. Not to mention that their other racial feat you mention gives them the ability of the Two Weapon Fighter archetype (that they don't gain till 15th level) to treat one handed weapons as light. This is absolutely overpowered in terms of what it can do. So check with your DM first before basing a whole chracter around it. I would never ever ever considering allowing this race at my table.
As far as what class would be effective with this...well any martial based class that you wanted to TWF with. The feats and bonuses provided by this race would make pretty much anything with full BAB excel at TWF as much as one could.
Barbarian (and it's archetypes) seems like the best fit since you can completely ignore Dex with this race and pump up your strength and con for maximum damage output without any of the drawbacks.
*Damn that race is crazy overpowered.

I built one of these.
It sounds good until you get to the point where you still need dex to get Dual Slice or two weapon rend, that still need Dex and helps out a lot.
That means play a Ranger.
They can take the two weapon style to get Dual Slice and Two Weapon Rend without the dex requirement.
Race: TWF
Level 1: Big Hands
Style: Dual Slice
Level 3: Superior TWF
Level 5: Weapon Prof: Falcata
Style: Imp. TWF
Level 7: Weapon Focus: Falcata
Level 9: Improved Crit: Falcata
Style: Two Weapon Rend
Level 11: Greater TWF
Get yourself a pair of Falcatas and some Celestial Plate (might need the prof. unless you can get it through a trait or something.)
Watch things die.
All this with great skills and class features to go with it, this is not even using an archetype either.

Playing ranger defeats the reason to play a taddol though.
I would say to houserule that you can qualify for every twf-related feat without the dex prereq.
Just take the Two-Weapon Warrior archetype and keep your dex low (14 is a nice number). Start with Big Hand and Superior Two-Weapon Fightings and retrain them when you learn the equivalent feature of the archetype.
The interesting part is that you can dump dex even lower (to 10 or 12) and instead raise Cha and take the Eldrich Heritage (Orc) feats for massive bonuses to Str and more. Take Lunge and you will be able to make combat maneuvers without provoking AoOs. The trait Optimistic Gambler is also great for Touch of Rage.

Having bonuses to an underpowered combat style is not broken at all. It is certainly stronger for a TWF than anything paizo provides and it would hurt the "relative" balance of the martial classes as the pathfidner has established it, but it will not ruin the party balance. The typical caster does not care if you wield two kukris or two scimitars and the archer and the two-hander are still more effective than you, remember that the main drawbacks of the TWFs is that they do crap damage when they are denied their full-attacks, and Taddol does nothing to fix it, unlike the TWW or the mobile fighter archetypes that they are paizo material. If anything this race makes a different combat style a little more viable with low point buys.
I believe that this race is in the right direction, although it should include Double Slice and Two-Weapon Rend in order to make for a complete package. It is not difficult to house rule it though.
