Would someone with the Beyond Morality universal ability be able to grant spells/powers to people of any alignments?

I would say yes, due to it saying that you are treated as the most favourable alignment for spells and effects.
Ask your GM. If you are the GM, make up whatever seems reasonable to you.
Aside from expanding whom you can provide spells to, it doesn't really impact the game significantly.
