Miscellaneous observations on the Scout character:
1) A 3rd-level human Scout should have three feats and one rogue talent; I see five feats on the character sheet.
2) I never like to "back-fill" low attributes; it usually means you're not devoting emphasis on getting the main one to 20 by 5th, which minimally requires spending 7 build points for a 15 at creation in the attribute you intend to racially bump and advance at 4th, then buy a boost for at 5th.
3) The build is very MAD; while that can work with a +2/-1 adjustment race, it fairs mediocre in a human. (I.e., it's why a halfling or a gnome rogue exploiting the 15,14,12,12,12,12 array can pull off that 20 by 5th and still have two 14s, two 12s and a 10. With the +1 size bonus to attack and AC, and the +4 to Stealth, they rock in a class where the majority of damage comes from added dice, not attribute bonus.) The human also suffers the disadvantage of no racial benefits to skills or saving throws (and these can be significant assets in the case of a rogue).
4) If the Agile weapon enhancement and the Piranha Strike feat are available, strength is for dumping. (This is especially so if you're planning on going finesse anyway, as it certainly appears this Scout eventually will given a DEX score +3 over STR out-of-can.)
5) Scouts were a hell of a lot better in 3rd edition, when they could full-attack while moving. In Pathfinder, the archetype has to charge to pull of their schtick, which limits them to one attack and kills their AC.
