Living Steel and masterwork

There’s no mention that living steel equipment is considered masterwork, I guess it means it need to be added to the cost of the item?

Sounds right. Also: making a living steel shield is cheaper than a mwk. shield, so it's fair to assume masterwork is not included at a discount.
