So I was going though Ultimate Campaign to make a short list cheat sheet for the players in my game and I came across this.
The Arena states that it discounts the brothel however the brothel wasn't written into the book as such for the time being here are the stats for anyone who has that and not the kingmaker books

Kingdom: Economy +1 Loyalty +2 Unrest +1
Limit Must be Adjacent to 1 house
A place to pay for companionship of any sort.

After watching "Dancing with the Avatars", you would have no doubt that the rules for judging the contest are clearly the result of hell's best rules lawyers implemented by three judges from realms that lost the last demonic war.

There is a Brothel in Ultimate Rulership. I highly recommend checking it out if you are interested in additional Kingdom building rules.

"Must be adjacent to one house". That's going to be annoying to live next to. Wonder why they specified that, and not building/warehouse/palace/dive etc etc....
You say annoying, I say convenient?
Edit: In all seriousness, a house is a huge district of residential buildings. It needs to be next to a house because it services those residents primarily.

Ah okay. So a "house" is a group-unit for the purposes of city mechanics. Understood. Is a "dance hall" then a red light district or is it a singular building?
Population: A settlement's population is approximately equal to the number of completed lots within its districts × 250. A grid that has all 36 lots filled with buildings has a population of approximately 9,000.
So each building is a district with 250 people living in it. That includes the square with the brothel. It's really weird (to me, at least), but that is how it works.

Mechanical effects unchanged, flavortext utterly rewritten, the Harlots trading in their garter belts and fishnets for the Usurers' green eyeshades and ledgers. And what was the trope of being kissed by a sexy ghost girl--which is in tons of folklore--got changed to making a deal with a spectral moneylender which...well, isn't in any folktales I've ever read, and I've read a lot of folktales.
