If a character had enough followers to create and army, would they get a discount on consumption for that army because they don't have to pay them?
This is how many Build Points (BP) an army consumes each week (unlike most kingdom expenses, this cost is per week, not per month), representing the cost to feed, hydrate, arm, train, care for, and pay the units. An army's base Consumption is equal to its ACR divided by 2 (minimum 1). If you fall behind on paying the army's Consumption, reduce its Morale by 2; this penalty ends when you catch up on the army's pay.

Maybe, but I'd doubt the amount would be terribly significant versus the cost of everything else. There honestly aren't rules that cover this specifically.
Bear in mind that with the leadership feat at the maximum you can get:
135 1st level followers
13 2nd level followers
7 3rd level followers
4 4th level followers
2 5th level followers
2 6th level followers
Thats it. The only group really large enough to make into a unit would be the 135 1st level followers. An army's consumption is equal to 1/2 it's ACR (minimum 1). Which for 100 1st level followers should be 1/2 (maybe 1). Which gives a minimum of 1. Which I wouldn't give a discount for at all as GM. The next closest group is your 2nd level followers. They would fit best as a group of 10. The ACR is equal to creature CR-6. So, CR1 (maybe 2) -6 is again going to yield a minimum of 1 again, which I wouldn't give a discount on.
So, I guess in answer to your question, no.

Well if you make one unit of the 200 1st level followers then you would have an ACR of CR (of one creature) +2. So first level followers (which don't have PC classes) should have a CR of 1/3 according to this. CR 1/3 + 2 should actually become CR 1 I believe, because it's 1/3, then 1/2, then 1. Which when divided in half still gives a minimum of 1. You'd have 26 2nd level followers, ACR= CR-4=1/2-4=1/6? No matter what, minimum 1.
The answer is your forces are significant enough to raise the ACR to a point where consumption for the forces would ever be above 1. So a discount just doesn't make sense.
