The spending limits are for "Goods, Influence, or Labor" in the table, but "Goods, Influence, and Labor" in the text.
Are the spending limits the sum of the three, or for each one? That is, suppose in a Large City, could you spend 50 Goods, 50 Labor, and 50 Influence in one day, or 50 total between the three?
Also, if multiple characters are spending at the same time, I'm assuming that the spending limit is per-character, not overall. That seems easier to adjudicate, even though the latter might be more realistic.

It's definitely per character, as everything in the downtime system is per character.
I haven't delved into earning and spending capital for a while, but I believe the limit is a combined total for goods, influence, and labour.
