Probably because use/day enchantments would get really weird on ammunition.
If it were to come up, I'd treat all ammunition the character owned with that property as one item for purposes of use/day abilities. So if you were to make lucky bullets, you'd only get the 1 grit point per day, even if you had, say, 50 +1 lucky bullets and 50 +1 flaming lucky bullets. Use/ammunition is not really a limitation since magic ammunition is one use only anyway. And I really don't want to have to keep track of multiple "pools" of ammunition which may or may not have used their property today.

You're in houserule territory, unless those third-party enhancements you mentioned have anything to say on the subject. It's not unreasonable to stack one use of a lucky firearm with one lucky bullet per day in the same way that you could have two lucky firearms and benefit from each once per day, but I could see a GM disallow this stacking (or just disallowing lucky bullets period). So ask your GM, or make a ruling if you are the GM.
