Multi-weapon fighting does not give you extra attacks per limbs, it only reduces the penalties associated with multi-weapon fighting.
Just like two-weapon fighting doesn't give you the ability to fight with two-weapons, it only reduces the penalty for it.
Also, you're completely overlooking that you never get an extra attack due to having vestigal arms as an alchemist. (in this scenario you still only have two attacks, they just are stronger attacks, but I'm referring to your "get four attacks with mutli-attack" comment)

Simple weapons are needed for brutality, which was what I was going for.
The two weapons would be held by two hands each, making it not so I get an extra attack, but that my attacks would be stronger. The idea of a brute with a club, or sickle makes a small smile come to my face.
This is getting into advice now and not rules, but....
Despite it being an exotic weapon (which I guess my be both an RP and effectiveness issue) the aklys is like a club, only more brutal because it has a hook attached to it (and deals more damage). Because they're light weapons, you could/should increase it's size at the cost of -2 to hit. I think 1d8 of the aklys goes to 2d6 which is pretty sweet; much more reliable damage, and 50% more weapon damage on average. (in fact you could do this twice, resulting in like 2d8 or 3d6 dmg lol)
Another size increment probably wouldn't be worth it unless you don't care about efficiency. It might make good RP sense to have a power-attacking brute that is always missing due to his -4/5/6 (depending on BAB) to attack (not including TWF), but when he hits he just demolishes the target.
