Can a black blade use magic items?

Bear with me here..

-Their intelligent
-They have individual characteristics and a special purpose the DM needs to add
-"Intelligent items can actually be considered creatures because they have Intelligence, Wisdom, and Charisma scores and should be treated as constructs. They often have the ability to illuminate their surroundings at will (as magic weapons do), and many cannot see otherwise.

Their slots would be limited - maybe 2 rings or like a snake they could wear a ring and a cloak.
Perhaps they need to share their masters slots like an eildon but as familiars don't have this limitation I don't think it fits:

Their basically free willed familiars that happen to be constructs (like improved familiar- homunculus). So could they say wear a ring of forcefangs and blast away at opponents .. or their 'owner' should they feel like it?

sure if you can tell me how it'll hold a ring, wear a cape, have a head for the ioun stone to encircle...

this is the world of DM fiat, but even that is a stretch.


Same way snake familiars or nagas or any other non-humanoid creature can
