Yes, a very young black dragon is a small creature. I don't think you'd be able to get enough skin to fashion a cloak for a medium character, and even a small character is probably pushing it, but I'd be tempted to allow it for the sake of creating a memorable item.
As for how much its worth, that's a tough call, but we can ballpark. Here are some items for comparison:
* Most animal pelts are listed at around 2-5 gp.
* Silk is 10gp per square yard, and you'd think that dragon skin would be worth more.
* As a special material, a small dragon could be turned into a suit of masterwork hide armor suitable for a tiny character, which would cost twice as much as a normal tiny suit of hide armor. Tiny armor costs 1/2 as much as medium armor, so 165 gp as a finished product. A craftsman making this with the Craft skill would have to pay 55 gp in raw materials, so that's a good starting point.
The other parts of the dragon (teeth, claws, horns, organs, etc) may have some small value too, as collectables, for jewelery, or maybe for material components, but there won't be that much of it. Its weight should be comparable to your average dog - maybe in the 30-40 pound range? After skinning maybe we're looking at 25 pounds left. Regular meat (beef, chicken, whatever) sells for 3 cp per pound, so if you assume that dragon guts are worth twice as much, we're looking at another 15 gp.
So, in total that's about 70gp as a super ballparked figure. Depending on any other factors you can think of, it could be more, could be less.

@bacon's analysis is spot on for buy the book values.
On the other hand if the players where aware of a person who through role playing reasons might pay more I'd let them. Lets say a dragon collector or someone like a dragon disciple with a special connection to dragons might pay more then market value...A whole corpse also for some purposes might be worth more then its parts(I want a stuffed dragon for the mantel). Just a thought.

The sorceress is a halfling, so I was going to mandate that the entire hide would be needed to make it such, to nullify the hide being able to be sold AND make a cloak. The bones i was going to have crafted into special weapons, nothing bigger than a short sword, for the PC's as rewards for aiding the city, and the rest being sold to various merchants and wizards for their value as special spell components, alchemical ingredients, and whatnot. Bacon, it looks like you and I had pretty much the same figures for net worth, so i am just going to go with that. I never could find anything in the rulebooks for worth, I think the Draconomicon from 3.5 had something along those lines.

I just did a quick search through the Draconomicon and found no mention of prices for corpses or body parts, sadly. Just some vague rules on creating non-magical items, which didn't help much.
