Youve done such a great job establishing the ones we've already seen I'm thinking it may have to be a newcomer to the island. Hell you just got me intrigued into what's going on with Elena.
Just need to think of someone who would have an opportunity to interact with quite a few people.
Maybe someone who came with Marcel, or someone promoted to Captain of the guard. I've been thinking that as the city the guard will be more and more busy, especially when the majority of the heroes are away.

Probably someone who came with Marcel, since the Baron is serving as the Captain of the Guard since Verrin's very well-deserved tragic passing.
