Unless your DM says otherwise, you are absolutely free to alter the fluff.
As long as you're being creepy/weird, it still makes sense.
Heh, in this case, I am the DM. I like to anticipate rules lawyering and such, though.
I'm wondering if I need to let the players know that they're being cackled. A clever player might put it together that their debuffs aren't going away while the witch is giggling round after round... but, maybe not. I don't want to be a sneaky, TPK DM.

In fact. Cackle is a supernatural ability...it requires no sound, no movement, etc. Cackle however you like.
NO!! Don't give into the darkside my fellow mouse! Cackle does have a sound requirement. For the ability to work, you have to cackle madly. There have been a couple threads on this already.
In my opinion, it is perfectly reasonable to replace 'cackling madly' with another equally sound based action. Singing, chanting, shrieking, laughing, etc. Not sure about giggling, though I'd probably allow it if it were my game. Remember 'cackle' is loud and 'madly' is also loud. Whatever it is you do, it shouldn't be subtle.

I'd suggest you specifically point out the giggling, maybe even going as far to outright tell them that this character is using the Cackle ability.
Honestly, if you don't want to be seen as sneaky, be upfront about it. :)

Fluff wise the PC or NPC should be able to skin the ability as pretty much whatever they desire that fits, mechanically you should ensure that victims of it are aware the 'Cackle' ability is being used on them, exactly as they would be if it was being run RAW.

What threads?
Are you saying that the witch has to be able to make noise for cackling, even though the targets of hexes modified by the cackling do not necessarily hear it?

It seem a specific rule, not fluff. You guys really are treating half of the phrase as fluff and the other half as no-fluff?
It seem a very convenient way to treat rules, "I don't like the first part, so it is fluff".
If you seriously want a Dev opinion on that, add your FAQ requests to this thread.
