Does a witch use line of sight to use a hex?

Rules Questions

Hexes have a 30 foot range and the description of hexes doesn't say the witch needs line of sight, but I'm assuming a witch needs to know the precise location of an opponent to use a hex on the opponent? What if the witch knows there is an opponent on the other side of a wall? Can she use a hex on the opponent?

Targeted effects require both line of sight and line of effect. As far as I can tell, all hexes except Cackle are targeted.

So, if the opponent is on the other side of a wall, she has neither line of sight nor line of effect, and can't hex him.

If the opponent is on the other side of a window, she has line of sight but not line of effect, so she can't hex him.

If the opponent is in a fog cloud, she has line of effect but not line of sight, so she can't hex him.

If she has already hexed someone and then that person casts Obscuring Mist, she no longer has line of sight but still has line of effect. Therefore, she can't target him with a new hex, but can Cackle and it will still effect him.

If she hexes an opponent who then uses his turn to leave the room and shut the door, the witch no longer has line of effect. If she Cackles, it does nothing.

Some of them would need line of sight, some wouldn't. If you're targeting a specific creature (like with Evil Eye, Misfortune, Slumber, etc., it is assumed that you'd need line of sight. (Though I suppose by a strict reading of the rules this isn't necessary... but that's weird.)

Cackle affects any creatures in a 30ft. radius which already have a hex affecting them, so your witch wouldn't need line of sight.

Scar makes it so that you'd never need line of sight for any of your hexes, you are treated as always able to see them, essentially.

So I guess the assumption is that hexes are limited by the same line of effect rules that limit spells? Is this RAW or just logic? Also, where do the rules say that you need a line of sight to cast any spell? I only read them as saying that you need a line of sight to cast a ray. Although I agree it would be goofy to target an opponent with a hex if you're not sure where they are. But if you know what square they are in, I don't know why you need line of sight at the moment you target them with the hex.

Do the line of effect rules mean that a summoner couldn't peek around a corner, then duck back and summon something around the corner even though at the moment of casting it isn't within line of effect (or sight)? If one could summon in that way, then why couldn't you target a hex in that way? A hex is an effect you're placing on a target, not something physical that emanates from the witch to the target.
