I overheard, lets call it a discussion, at our monthly PFS game night about upgrading a Headband of Vast Intelligence to a Headband of Mental Prowess. One guy was saying that since it was X+ upgrade of a mental stat that you could pay the difference to go from one to the other. The other guy said that they were two different things so you have to sell one at half and buy the other at full. I offered to look it up and bring the answer back at the next game night.
I did some looking in the guide, FAQ and boards. I don't see anything that supports the difference upgrade option. Everything I found says that you have to sell one and buy the other. However, before I go to the game night on Saturday I thought I would post it and make sure I was right. Thanks for the help.

Can I Upgrade a Named Magic Item?
Wondrous items whose names include a +X value (such as bracers of armor, headband of vast intelligence, amulet of might fists, etc.) may also be upgraded following the rules for upgrading magical items on page 19 of the Guide to Pathfinder Society Organized Play.

For ease of play in Pathfinder Society, a masterwork item can always be upgraded to a +1 item without paying for the masterwork cost again. Instead, you pay the difference between the cost of the +1 item and that of the masterwork item. This rule also applies to upgrading from a +1 item to a +2 item and so on—you never have to repay the original cost or sell your current item for half to upgrade to the next step.

Can you combine items like a Phylactery of Positive Channeling and a Headband of alluring Charisma?
So it would cost 15000 gold for the first version?
That would be a no.
Items can only be upgraded if they contain a +X in the name to it's higher version, with 2 exceptions (to my knowledge):
1. Belts and headbands +2 can be changed to the double or triple stat items (so a belt of STR +2 can be changed to a Belt of STR and CON +2 by paying the difference. However, if you want to go to a +4 it has to be the full thing. Can't be +2 STR and +4 CON, as that item doesnt exist).
2. Specific magical weapons and armor - You can upgrade non-specific magical arms and armor to specific ones if everything else matches and pay the difference. (example, you get a masterwork chainmail, upgrade it to a +1 chainmail, then to a +2 chainmail, and then you can upgrade it to celestial armor)
You cannot (sadly) even upgrade lesser versions of items to another (no upgrading metamagic rod of extend, lesser to metamagic rod of extend, for example)

So here's a question, if you enchant your armor with Light Fortification, can you later upgrade it to Moderate Fortification for the difference in price?

Since the clarification comes from the current campaign management (M&M), then definitely. Unless it's been contradicted at a later date in official documentation (The Guide, Additional Resources, or FAQ) or by a later campaign coordinator I would consider any clarifications on the board to still be valid.
It's kind of a mess and I'd love to have a way to consolidate all of it in one place.
