How do race boons work? You get it at a Con, then bring them back to your PFS game?

Yes. You apply them to a new character and they allow you to play a character of the listed race in any PFS scenario. Like all chronicle sheets, you must have it with your character to be allowed to play it.

You no longer need a boon to play the following:
Tiefling
Aasimar
Tengu

If you want to play one of those, as of 4.2, you are free to play one. However, do bring the necessary books for them.

I did not see Fetchling or Vishkanya race boons at Gen Con. I had the chance to select any of the boons at Gen Con when I rolled a crit, but not confirm it.

The Fetchling boon was handed out to the level 12+ players who survived the Grand Convocation: 4712AR at PaizoCon or who GM'd it.

That race boon has a "special" chronicle sheet that differs from the norm slightly

Vishkanya is not PFS legal in any format. I asked Mike about it before Gencon and his response is that it's a long ways from being a boon.

What made my goblin boon special is that I played We Be Goblins and applied the module Chronicle towards my ifrit character way back last year. And then I used my ifrit and received the goblin boon in return.
