Ghost sound canceling other effects?

Rules Questions

Can Ghost Sound be made so loud as to cancel or negate other auditory based effects (like Harpy's song)?

If so how loud does it need to be since the spell has vague gauge of how loud you can make things?

Also would it matter if anyone (PC or Harpy for example) made their will save to disbelieve the Ghost Sound?

Pretty sure Ghost Sound can't mitigate sonic effects at all. First, there's nothing in the spell description to suggest it could. Second, ambient nonmagical noise doesn't generally interfere with sonic effects. Deafening does, but Ghost Sound can't deafen. Third, the general rule of spell balance is that you can't negate a higher-level effect with a lower-level one, and ghost sound is a cantrip.

If the DM is generous, they might give the party a +2 circumstance bonus to the save for a competing noise at a level of their discretion.

Spells in Pathfinder cannot do things unless they specifically say the CAN. It would be way too easy to assume extra spell effects.
