As it states: when and where are spellcasting services allowed? If the party wishes to purchase a Communal Fire Resistance Spell, but doesn't want the spell cast in town, but cast prior to entering the dragon's lair, is that allowed? Is there an extra cost associated? What if in the first example the dragon's lair is within Absalom?
I believe the Guide to Organized Play states that purchases over 3000gp must be made within the limits of town with a 5000+ population, but most spellcasting services will be under that price. Is there a specified cap on caster level available in any given region?
Since Raise Dead has a base material component of 5000gp, does that limit purchasing that spell to these large settlements? In regions such as Rahamdoun where divine casters are illegal, or Geb where positive energy is illegal, can one still purchase a Raise Dead casting???
Finally, is spellcasting services capped by fame? (would really, REALLY suck if it did! 18 Fame needed to purchase a Raise Dead!)

If I am not mistaken, purchases (of mundane items, spellcasting services, etc...) are limited by the rules for cites and towns in the CRB.
Using prestige has its own detailed section (in the PFS Field Guide, if not the GtPFSOP document) on availability based on population.
The question about spellcasting services capped by fame came up once in our games, and I believe the GM ruled it as a yes. 18 Fame actually sounds reasonable level to purchase a Raise Dead. But I'll let that one go to the experts!

Spellcasting services are not limited by Fame AKAIK.
I think it is largely a GM's call if a spell is available in smaller settlements. A lot could depend on the settlement's theme. For example, you are not going to be able to freely buy scrolls of cure spells in Rahadoum regardless of the town size. Or visit Alkenstar (pop 50,000+) and you'll find the pickens for arcane items pretty slim. In the end, it is of little consequence since you can assume to travel anywhere between scenarios and thus purchase anything you are eligible for.
I thought there was a chart/table somewhere that showed the breakdown of equipment availability based on the size of the settlement, but alas, a quick review of the CRB and GMG, my search-fu has failed :-(

1. PCs may never purchase the travelling services of a spellcaster.
2. I don't see any explicit cap on caster level either in the Guide to Organised Play or the core rules, page 163, to which the Guide refers. However, the same core rules give town sizes you need to be reasonably assured of finding a spellcaster capable (that is, among other things, of the minimum level) to cast spells of particular levels. It might be reasonable to say: small town - minimum level to cast the spell, large town - 3rd level or minimum to cast the spell, small city - 7th level, large city - 11th level, metropolis - 20th level.
3a. Since raise dead costs over 3000 gp anyway, the question doesn't arise.
3b. The Society breaks the laws of various countries, specifically smuggling clerics into both Rahadoum and Geb, when it suits its purposes.

IMO - Rahadoum should still have cure spells, as they exist on the Bard and Witch lists as arcane
I don't believe Rahadoum would have them (in PFS).
All potions, scrolls, wands, and other consumables are made by clerics, druids, or wizards in Pathfinder Society Organized Play. The only exceptions are spells that are not on the cleric, druid, or wizard spell list.
I would think that would extend to spellcasting services as well. (See: Hiring a Paladin to cast lesser restoration.) Although...
