I am sure we will all have a hearty chuckle at how silly I am being when I ask this question because it feel slike one that would have already been asked and answered a few times. The problem is I can’t find the documented result of any other those times. So, without further adieux . . .
The question I have is specific to racial options.
The Guide states:
Step 2: Race and Class
Select your character’s class and race from the choices offered in the Core Rulebook. Additional class and race options from resources like the Pathfinder RPG Advanced Player’s Guide, Pathfinder RPG Ultimate Magic, Pathfinder RPG Ultimate Combat, and Pathfinder Campaign Setting: The Inner Sea World Guide are generally available with few or no alterations, as well.
I cannot find documentation of the “few or no alterations” except in the class changes discussed later in this same step.
So if I find a playable race in one of these books that is not one of the core races, is it automatically allowed in a PFS game or is it a GM by GM decision?

Not that any of those books actually have additional races beyond the core to my understanding.

Good afternoon and welcome to the Society.
For most players *grumble* just the core races are allowed. Additional information from other books for those races are allowed, with the exceptions here.
For example: Half elves are allowed, as is the ancestral arms trait in the ARG. But the half-drow traits from the ARG are not.
There are also boons that can be won at large events and conventions that will 'unlock' some of the additional races. If you get one, then those materials would be available as well.
So normally you couldn't play a tiefling, let alone a pit-spawn tiefling (from Blood of Fiends). However if you get a boon, then both the ARG and Blood of Fiends 'unlock' but not the random tiefling traits section.

No. The "race options" mentioned are things like alternate race abilities, racial archetypes, and racial favored class bonuses. At this time, only the core races from the Core Rulebook are allowed.
Mike Brock has stated publicly that three new races will be added to the always allowed list in the Guide to Pathfinder Society Organized Play version 4.2, which goes into effect at Gen Con (Aug 16, I believe). No announcement has been made about which races those will be, so you'll have to wait and see.
The Guide should be released about a week before Gen Con so people can look it over and get ready for the changes before they go into effect.

There will be cake in Season 4? Will it be a Boon, or a regular Chronicle? Will you have to spend Prestige to have some? Can you have some, and eat it, too?
Unfortunately, Paizo is only offering cake at conventions. They'd really like to make it more available, but if everyone can eat cake for free, then who's going to pay hundreds of dollars to eat it?
