That is not how it works. It allows you to substitute the maneuver in place of an attack roll, not get a full attack, and treat the enemy as he was flanked the entire time.
When you get to do something in place of an attack that other thing is done instead of the normal attack. You don't get both.

Basically when you make your first attack roll you can use it as a combat maneuver check to reposition him. If he is in a position to be flanked then you get the flanked bonus for your remaining attacks.
Another example is making a trip attack in place of a normal melee attack if someone provokes an attack of opportunity from you.
