Also extra HP from feats,like Toughness.
Also if you increase your CON at later levels and get a higher con modifier, those additonal HP are added retroactively.
Go for a +2 CON to a +3 at level 12 and you get the previous 11 HP you would have gotten at those earlier levels.
Same goes for INT and Skill Points.

Skill points aren't gained retroactively actually, just hit points.
Does your username every get you into sticky situations?

I also wanted to let the OP know that Stat boosting Magic items (various belts or headbands, etc) that also boost CON or INT apply the same retro active increases, BUT you lose them if you lose them if you lose the item, as I discovered in this thread:

Actually, Int increases through a magic item does 'not' increase your skill points retroactively. Only a permanent Int increase will make skill points retroactive.
For magic items, like a +2,+4 or +6 headband, there is a skill that is attached to the item for each +2 (1 skill for +2, 2 for +4, etc).
And that skill would have as many ranks in it as many character levels as the person wearing the headband.
For example, you find a Headband of Vast Intelligence +2. It would have one skill attached to it, let's say, Knowledge: Arcana. If you put the headband on, you would now have Knowledge: Arcana as a skill with as many ranks as you have levels. And when you level, another rank is added automatically.
Paizo did it that way, because if it was done gaining skill points retroactively, it would be a bookkeeping nightmare to keep track what skill points you spent where if the magic item was taken off, destroyed, lost, etc.

Only 'retroactive skill increases' that occur come from advancing your intelligence via level (4, 8, 12, etc.) or from Inherent bonuses (ie: wish/miracle). Enhancement bonuses to intelligence (temporary or permanent) do not increase skill points. However, permanent enhancement bonuses to intelligence do come with a 'free skill' that is determined when the magic item is made.
My intelligence is a 15 at character creation granting me 2skill points from intelligence per level.
At level 4 I increase it to 16 and gain another skill point per level. I now have 3 retroactive skill points to spend.
At level 6 I purchase a +2 headband of vast intellect (acrobatics). This gives me ranks in acrobatics equal to my level. Note: I do NOT gain any other ranks from my increased intellect due to the headband of vast intellect.
At level 8 I increase my intelligence again to 17 (19 with headband). No benefit.
At level 10 I upgrade my headband of Vast intellect to +4. I have the skill Swim placed in it and thus gain ranks in swim equal to my level. Now it is a +4 Headband of Vast Intellect (acrobatics, swim). I gain no other ranks in skills.
At level 12 I upgrade (by level) my intelligence once again to 18 (22 with headband). Again I have retroactive skill points to spend (11 points) any way I choose.
Midway through level 14 I find a Tome of Clear Thought +2 and use it. My intelligence score is now a 20 (24 with headband) and once again I gain retroactive skill points (this time it is 14) to spend any way I choose.

Regarding skill points, do GMs usually allow retraining of some number of skill ranks when levelling, if a player finds that the character isn't really in need of ranks in that particular skill? I don't think it's RAW to allow that, but I've heard some people say they do it.
If you already know that the rules don't allow it but some GMs do, then clearly the answer is "ask your GM if they'll let you do it". ;)

By RAW no you can not.
James Jacobs said he felt that DM's should let a bard who gained some skills by verastiel performance respend their other skills, but that would be a house rule not pathfinder rules.

This answer sort of belongs in the house rules forums, but I have been known to allow people to retrain 1 skill point a level. But it has to be taken from a skill they have not used, and placed in a skill they have used. My opinion is that this represents someone getting "rusty" on something.
Please note again, this is a house rule, and I never force anyone to use it (totally player choice).
