Plot seed from Rise of the Runelords:
Nualia's baby didn't die, but was born deformed thanks to the influence of Lamashtu. Her horrified father had the kid spirited away to an orphanage in Magnimar.
Six years have passed, and the baby is now a little girl, living hard on the mean streets of Magnimar. When the PCs travel to Magnimar, they may (or may not) encounter the kid there. A sufficiently high Perception check may spot the family resemblance.
The very tentative idea here is to give the PCs the option of doing something about the kid. She's naturally inclined to become a sorceror with the Abyssal bloodline, and she has a tremendous natural talent -- by her teen years, she could be tremendously powerful. Whether she turns those talents to good or evil (or whether she survives at all) will depend on the PCs actions -- do they try to help her, or not? (And, of course, does the campaign go on long enough... which it might or might not.)
So, questions.
1) How do you stat a six-year-old?
2) I'm thinking that she has just recently developed tiefling abilities (darkness 3x day), and is about to manifest the powers of a first level sorceror. I don't think there's anything in RAW saying at what age these things can manifest; correct?

I don't believe there's anything RAW for when a sorcerer's bloodline manifests, and with the special circumstances here you can easily justify it getting a headstart if there is anything out there about that subject.
I'm not near my books, but hte Young template may be useful here, or just combining the mechanics of halflings and humans.
Crossblooded Celestial/Abyssal might be worth a try, but it may take up to three levels to really show off the crossiness.

In regards to assigning stats, here's how I'd do it:
Strength 6-7, it's a little girl
Constitution 10, she's little, but also managing to survive on who knows what as she's living on the streets, so 10 doesn't seem to bad for a six year old.
Dexterity 12, kids are quick but still a bit unsteady.
Wisdom 6-12, I'd say somewhere in there but probably closer to 12 as you she'd have to grow up a bit quicker than normal to survive.
Intelligence/Charisma, I'd say whatever you'd imagine she'd have if she was a normally aged Sorcerer; those are fairly static when it comes to age.

O I beg to differ, a 6 year old can be a royal terror, heck my 4 yr old has been in Martial Arts for 2 years already... Kids can fight...

I don't think a six-year-old should fight, no. That's not what we're after here.
Okay, here's a very tentative sketch:
Str 4 Con 8 Dex 9 Int 8 Wis 12 Cha 12
A six year old is just barely a medium sized creature -- the cutoff is about 3 feet tall, and an average 6yo is about 40-42 inches tall. So, no size modifiers. I'm going to wave a hand [wave] and say the tiefling racial modifiers haven't kicked in yet, and neither has the human +2 bonus. As an adult, she'll simply add +4 to all these stats followed by racial modifiers. (Yes, that's simplistic. Let's go with it for now. It also allows for a simple progression over time -- every 2or 3 years, she adds a point to all her stats.)
I'd say that right now she has 1 feat, d6 hp, and a single skill rank. She was born with darkvision and has just started manifesting the tiefling Darkness 3x/day power and the racial +2 on Bluff and Stealth. (She also has an instinctive race-memory understanding of Abyssal, though nobody knows it yet.) The resistances and racial stat mods will come later.

If the kid is a mutant, there's no reason not to make it a Medium-sized creature. Save yourself some trouble; you don't NEED to follow the rules for typical mortal growth because your sorcerer is atypical.
Abarrant Bloodline is a great option for flavor. So is the one where you get the Protean warpwave power; randomly mutating your body could be pretty cool and making the kid a sorcerer who beefs themselves up with polymorph effects to compensate for a weak child's body is an interesting idea.
I'd recommend good Physical Scores, poor Mental scores sans Charisma for that idea to work.

Alignment: At this point, CN. She could end up being any nonlawful alignment, basically depending on how she's treated over the next few years. If left to her own devices on the streets, she'll probably turn CE (and certainly will once the cultists show up; see below).
Appearance: She inherited Nualia's white hair. Her tiefling heritage is apparent in the form of bright yellow eyes and her right leg, which ends in a strange cloven limb that's something between a claw and a hoof. She walks with a noticeable limp, but it's not quite enough to affect her movement speed.
Attitude: Hostile to everyone, suspicious, aversive. The world has not treated her well so far. Other children -- first at the orphanage, now on the street -- call her the "monster girl". She assumes pretty much everyone is an enemy and responds accordingly. On the other hand, she's starved for affection; a couple of successful Diplomacy checks, and she may fixate on a PC as a parent-figure.
Development: She's a natural sorcerous prodigy. If given basic nutrition and shelter, her powers will develop steadily over the next few years -- by age 12 or so, she'll be 3rd level. If put in an orphanage or some other place that provides decent care, but without much kindness or attention, she'll grow up to be CN (assuming no attention from Lamashtu; see below.) If given a moderate amount of affection and care, she'll swing towards CG. In a Sandpoint context,
there are several NPCs who could step in to help if the busy PCs don't have time to raise a little girl -- the cleric, Brodert Quink the scholar, others. Some of them might see it as a debt the town has to pay for its misunderstanding of Nualia; others might simply be good-hearted people.
-- but in any event, at some point between her 12th and 14th birthday, the cult of Lamashtu will begin to take an interest in the girl. By this time the Heroes of Sandpoint are likely to be fairly high level, so the cultists will approach with cunning and care, but they'll be determined to find this very special child and turn her towards the service and worship of their Mother. Details TBD, season to taste.

Actually, the cutoff would be 3 ft, 8 in (i.e. a pretty tall male gnome) so I'd probably make her small. Honestly, it would make sense to me that a young creature should be one size category smaller.

...oh god, even my Neutral Evil Tiefling Wizard (the one I made a thread about while asking for build help, yet nobody ever replied) would feel bad for the little girl (then again, she has her own sense of odd sympathy for the down-trodden, especially those who are mistreated for being tieflings) and I now wish my DM would pick this excellent idea up, even though me knowing of this would then count as me having metagame knowledge (over which he is VERY paranoid at times).

Im jealous, my DM doesn't have this kind of prep or foresight. I cant really judge, if i was DM'ing I probably wouldn't either.

One way to give her the "lots of potential" is to give her a really rockin' charisma score.
In game, more veteran sorcerors can see that she's untrained, but that she would be better then they are, with the same training.
Plus, low level spells like color spray and silent image are powerful with high DCs.
I might even throw in a randomizer chart, to show the effects of powers that aren't 100% under control. Something like:
1-20 +2 DC
20-40 additional target
40-60 extended
60-80 higher level effect
80-90 empowered
90-100 roll twice or DM call
The new DCC game has great material for this.

The main problem for the PCs won't be catching the girl, but hanging on to her. She starts out as Hostile, and will attempt to flee. When frightened or desperate, she can grow a set of claws (her Abyssal bloodline power). Of course, she's going to hit at -5/-5 for d4-3 damage, so this isn't much of a threat to a group of 4th level PCs, but the spectacle of an armored warrior trying to grapple a hissing, spitting, screaming, half-human six-year-old may attract some attention.
Hostile = DC 26 Diplomacy check to change her attitude to Unfriendly. In which case, she'll communicate in monosyllables, and won't attack if not threatened, but will still try to flee as soon as the PCs aren't paying attention. Getting her to Indifferent or better should require roleplaying; I don't think it should just be a series of Diplomacy checks, though those should be inolved.

I like where this is going. Though, the question you might want to have available sooner than later is how you expect this kid to fit into the overall plot of the campaign. Once you have that idea, that should help fill in the details you are looking for. Also, it would probably be good to have plan B in case the players take it in a different direction.

What if she was born with a Sihedron birthmark, and Karzoug wants Xanesha to retrieve her?
I like this idea. I'd prefer to keep her away from the main plotline for a while -- but the Sihedron birthmark could indicate a connection to the Rune of Wrath. So there could be two different groups chasing after her -- the Lamashtu cultists, and the servants of the Runelord of Wrath.
-- BTW, my idea here was to have her /not/ be part of the AP plot. Very likely she'll still be a kid by the time the PCs meet Karzoug, win or lose. But then, I like multiple plot threads. If the PCs are victorious, then she can turn up in the next AP; if they fail, well, someone will have to carry on the battle against evil. (Or join it. That's good too.)
