What kind of action is it to use the chokehold feat?

When and how do you use the chokehold feat? It says you make a grapple check with a -5 penalty against an already grappled opponent, but it doesn't say whether or not this is a free grapple check made right after you successfully grapple someone, or if it has to be done later as part of the pin action (which is typically a standard action).

Looking for clarification.

What action is it to make a regular grapple check without using the feat ? (I think the answer is 'a standard action').
Does the feat state that it changes the action used to make that grapple check ? (I don't think so by my reading of it).
Then the action remains the same, a standard one.

It looks to me that a chokehold is a variety of pin. In the same way that you can pin a grappled opponent, if you have this feat, you can put them in a chokehold instead. They get all the penalties of being pinned PLUS the other stuff that chokehold gets you. If you have some other feats or abilities that let you go straight to pinned without spending a round at grappled, they'd probably work on chokehold as well.
