You may make Stealth checks in normal or bright light even when observed, but at a -10 penalty.
I am wondering about this feat, does it circumnavigate the -20 stealth check in combat?
I apologize if it's obvious to the rest of you, not much of a rules lawyer, just a simple player who is trying to hide and sneak attack with a ranged weapon.
Which -20 stealth check in combat rule is that? Do you mean -20 for sniping? If so, no hellcat stealth would not circumvent that.
However, if you want to hide in broad daylight while being observed AND snipe, then you could do so at a combined penalty of -30. Without hellcat stealth, you would need to be unobserved before you could even attempt to snipe.
If you want to snipe at a mere -10 penalty, there's a rogue talent that will let you do it (maybe it's an advanced one), and a halfling alternate racial trait as well. Hope this has helped!
