I'd run it straight up initially, see where things go from there. Your group of 25pb PCs might be fine as is, or not. You'll know if you need to raise the bar after a session or two.

I wouldn't do either, I'd just send them up against CR +1 encounters. It's simpler, and frankly a lot less work.
At least, if they seem to be defeating equal CR encounters too easily.

I would agree on "wait and see". 25 points usually results in about +1 across the board; much more noticeable if your players power-game it up. Also, if they truly want to play 25 points they want to feel powerful relative to their surroudings. As long as it is exactly 4 players, you probably won't need CR adjustment; technically they say not to CR adjust for a 5th player, which is far more damaging.

We use 25 point buys, BUT we play in a low-magic environment and everything seems to work out perfectly. I find its a lot better to allow characters better stats than to play 'monty-haul' with magic and let it lose its luster...

As the other said, CRs one point higher than normal is the way to go.
Giving monsters more hps would discriminate between warriors and caster, as the seconds care much less about hp.
Unless they are casting damage spells in which case casters will lose out hig time.
However that's not really a great idea to start with.
