I am wondering what people think about an enchanter with only a 10 Charisma. Is this feasible? Should the Charisma be higher?

Thanks.

If the DC of your spells is based off of Intelligence, that's all I'd worry about. Maybe the character turned to Enchantment magic BECAUSE he only had a 10 charisma and people didn't really respond to him the way he would like....

It's perfectly feasible. Grab the Cosmopolitan feat to have Bluff and Diplomacy as class skills and you're going in with a +6 to Bluff and Diplomacy, increasing as you level up and put skills in. Take a Snake or Thrush familiar if you want another +3 to one of those.

At most I wouldn't go higher than a 12 charisma, because it doesn't do anything for you other than skills.

If you use (compulsion) spells a lot more often than you use (charm) spells you should be fine. Pesonally I like to hover a bit closer to 12 or 14, but 10, or even 8 is passable if you can live without charm person and charm monster living up to their full potential. Using enchanting smile your Charisma-based skills should still remain more than good enough if you keep them fully ranked-up. Keep in mind that when two caster's try to mind-controll the same creature it is resolved with a Charisma check, so having not a negative can still go a long way if your fighter friend gets charmed/compelled and you want to put him back on your team.

Al was an enchanter that I played for several levels until the game he was in died, for reference.

There are other ways to boost your CHA is you need to with spells or magic items.

You might want to invest in a rod of splendor. It costs less then having a headband of both Int and CHA.
