Was there a reason that the Devil We Know series of scenarios is the only one (to my knowledge) that you HAVE to play all of on the same character, and in the specific order of 1,2,3,4 or 2,1,3,4?
While I have personally made piece with having my character who played parts 1 and 2 level out of parts 3 and 4, I still find it kind of confusing why the decision to make that one set of scenarios like that, which could end up impacting several of my local players.
Can someone please tell me why this was done, or if there is a chance that an errata could be done to change it to be in line with the rest of the multi-part scenario arcs?

Shipyard Rats is the first in a connected series of scenarios for Pathfinder Society Organized Play. Though it’s best if these scenarios are played in order, they do not have to be. For example, if any of your PCs have played through Cassomir’s Locker first (Part II of the Devil We Know series), assume they learn that the few cultists they encounter in Part II were just a prelude to the kidnappings in this adventure. There will be at least two more chapters to this story before the end of Season 1.

Cassomir’s Locker is the second in a connected series of scenarios for the Pathfinder Society Organized Play. Though it’s best if these scenarios are played in order, they do not have to be. From Scenario 41 - The Devil We Know, Part III - Crypt of Fools
Crypt of Fools is the third installment in the Devil We Know series. The first two installments, #29: Shipyard Rats and #30: Cassomir’s Locker, were written to be played in either order. The final two installments, this scenario and #48: Rules of the Swift, have to be played sequentially and can only be played once a PC has completed #29 and #30.

Rules of the Swift is the fourth and final installment in the Devil We Know series. While it is not required that players play the previous three installments before tackling this scenario, this scenario will make a lot more sense if played as the conclusion to the series.
Based on the way these read I would say that you would not have to play all with the same character if you didn't want to, nor even play all sequentially and I think Mark summed it up nicely in this post:
While it's ideal to run the same PC through an arc, it's not required. At least not with TDWK. The issue there was that it was released over the course of an entire season and people's PCs moved out of the level range to complete the whole thing. Same happened with Echoes of the Everwar. We're only releasing tied adventures in subsequent months from now on to combat this effect, except for Tier 12, which don't run into the same issue.

My take on it:
It was the first multi-part scenario, and they wanted to strongly encourage people to play it in order (so as not to spoil previous chapters, for instance). But after further reflection, they realised that there's not much point in being draconian about the wording, so they dropped it for future multi-part scenarios.

Personally, I'd allow them to be played out of order if you don't have a choice, but once you know the ending of Part 4 you must avoid metagaming with that knowledge when you run into certain NPCs in earlier parts! If your character acts inappropriately within the scenario I'd have to kick you off the table.
This is just my opinion and not necessarily in accordance with the way the scenarios are written. However, PFS policies have changed significantly in the four years since Season 1. The preferred method is to play them in order, of course.
I really, really wish some of those NPCs would finally make a return appearance so we can mete out a little justice.
