Silence and will saves

Do all creatures in the area of a Silence spell receive a will save to be able to ignore it, or does the spell only allow a save from a creature if targeted on that creature in such a way that the creature becomes the origin point of the 20-foot radius of silence? (And, in the second place, the spell has no effect.)

Only if the creature is directly targeted I believe.

one of my parties favourite tricks is to cast silence on a rock or other mundane item the party meatshield then charges into battle with. No save for the spellcaster he's beating to death

Each unwilling creatures and magic items that emit sound in the silence spell's area of effect may make a Will save or use Spell Resistance to negate the effect of the spell upon them.

An unwilling creature can attempt a Will save to negate the spell and can use spell resistance, if any. Items in a creature's possession or magic items that emit sound receive the benefits of saves and spell resistance, but unattended objects and points in space do not.
