I know that fighting with a reach weapon in some cases works like ranged combat. In those cases do the above ranged feats apply? Thanks.
Reach acts like ranged only for determining cover in non-adjacent spaces. There is no penalty for making a melee attack into combat, so Precise Shot does nothing. Improved Precise Shot only works for ranged attacks. So, even though you determine cover as if it's a ranged attack, you're not still making a ranged attack. Your DM may rule otherwise, especially since IPS has a very hefty set of prerequisites.

As far as I know the only time reach weapons are treated as ranged weapons is for the purpose of cover.
"When making a melee attack against a target that isn't adjacent to you (such as with a reach weapon), use the rules for determining cover from ranged attacks."
So Precise Shot wouldn't change anything.
Improved Precise Shot
Benefit: Your ranged attacks ignore the AC bonus granted to targets by anything less than total cover, and the miss chance granted to targets by anything less than total concealment. Total cover and total concealment provide their normal benefits against your ranged attacks.
I don't think it would help. While you are using the ranged rules for calculating cover you are still using a melee weapon and making a melee attack.
