Magic Item creation caster level

Rules Questions

Can a level 7 wizard make a Headband of Vast Intelligence?

The CL of headband is 8th. On page 460 of the core rulebook it says "For potions, scrolls, and wands, the creator can set the caster level of an item at any number high enough to cast the stored spell but not higher than her own caster level. For other magic items, the caster level is determined by the item itself. In this case, the creator’s caster level must be as high as the item’s caster level (and prerequisites may effectively put a higher minimum on the creator’s level).

As the headband is CL 8 and is not a potion, scroll, or wand then I assume the wizard must be level 8 to create it. Also, since the CL is not in the "requirements" section of the item listing that means that it is not one of those prerequisites that can be forfeited (for +5 DC).
Am I correct?

So, as soon as a wizard with Craft Wondrous Item hits level 3 he can raise his int by 2 (assuming he has the gold). Don't know if i like that.

This FAQ is pretty much saying that the CL on listed magic items applies only to items purchased or found.

Yup.

As a practical matter, it is unlikely a 3rd level wizard would (or could) dump all of his resources into making a single item at the expense of everything else, but it is possible.
