Just to be clear, you can still use the standard rules for crafting and repairing items without the Gunsmithing feat, it just takes substantially longer and requires skill checks, correct?
If so, do you have to spend 1/3 of the crafting costs in materials, or do you use the fraction costs listed in the Gunsmithing feat?

I Do believe you are correct. For the most part I think the Intent of Gunsmithing was to let gunslingers craft guns and ammo without spending precious precious skill points on it.

I would still like to see some DCs as guidelines for the items. I also think a Craft (gunsmith) check when using Gunsmitting is in order (making it mechanically similar to the magic item rules).
A failed check might result in a firearm with a minor flaw (+1 to misfire rating, a -1 to attack rolls, or a -1 to damage). Such flaws could be repaired at a later date by retooling the weapon (1/10th the cost and a new skill check).
Craft (gunsmith) could also be used with the Master Craftsman feat.
