So i see now targeting torso says crit threat is now 19-20, so that means improved crit feat stack with it, yes?
wouldn't that make it a 17-20 times four critical weapon that targets touch at the first range increment (minimum)?
I have a feeling that it counts as Improved Crit for 'free'.

I wouldn't be too worried. When I had a keen rapier at 15-20, I never rolled higher than a 14. Maybe the crit devil is just after me or something.
well, for crit equivalencies I do believe 17-20 x4 is the same as 12-20 x2
for 16 times the damage if you rolled a 17, 18, 19, or 20. or 12-20 respectively (assuming auto confirm, threat on a twelve is kind of iffy)but I see your point, the more you want that weapon to land on a certain number, the less Likely it will be to happen.
however the inverse is also true, and the rule does not apply to a Natural one unless it'd be dramatic.

What, you don't roll 1 all the time? My dice hate me ever since I went from AD&D to 3.0 and then on. I think they miss rolling low to be a good thing sometimes. oh side question on a rule that my gm wont agree with me on. In an even test of strength, like arm wrestling, I told him I should win without a check since my str was 19 and my opponent's was 10. He says you have to always check no matter what, because the weaker guy could position his arm in an odd way for leverage to win. I replied with, "Andy Dick can not overpower Lou Ferrigno and changing your position in arm wrestling is cheating." Could someone please settle that for me? Sometimes a stat check should just be to check if yours is higher and not have a roll, by the way I see things. Maybe I am too used to AD&D. And yeah I know it is off topic so sorry about that.

note how the Inverse is also true (meaning the less you want a number, the more often it will show up, however hoping for a one in a way to trick out luck to get yourself a twenty doesn't work because the rules of the universe allow for hoping for a one to cause a one to happen, unless Drama demands it be anything but a 1 to ruin your day, hense why people don't roll 001 on reincarnate checks)
as for your STR check question: your DM is correct in that you have to check, just because you have a +4 and he has a +0 doesn't mean you're always going to win, just usually. You might slip a bit, or have sweaty palms or something else to make you end up losing.

It doesn't necessarily preclude stacking Improved Critical.
The Targeting (torso) ability says: "Targeting the torso threatens a critical on a 19-20."
If it said "increases the crit range to" or "doubles the crit range", then I could see it not stacking. However, the wording seems to specifically state that the critical range is "now" 19-20.
Does this mean you might need to get "Improved Critical (targeting the torso)" though? Doubt it, but I could see someone trying to argue that.
It's a 7th level Deed, so you give up doing two attacks (or 4 with two weapon fighting) to pull off this expanded crit range attack.
What's better: one shot that has a 20% chance at dealing 4x damage, or 4 slightly less accurate shots that have 5% chance of dealing x4 damage?
Considering we were talking about touch AC as well, I'd probably go for the 4 guaranteed shots, since that's already 4x damage right there.
Even two guaranteed shots feels better than "slightly higher chance at x4 damage".
