yes it is ... though that's not the origin of the term, it's just my clearest memory of it (from too many hours playing the game) ... also used in Aliens. Actually it's military jargon, 5 by 5 referring originally to strength of a received radio signal on a 5 point scale.

EDIT: I think 'in the pipe' is a reference to an aircraft being clear for radio tracking for landing, but I could be wrong on that one. Common usage would be along the lines of "all clear and on target".
