When can you add an extra attack with a Ki point?

So that's the question. If I miss with my full attack or fail to kill my target can I add an extra one then? Do I have to declare before I begin the full attack?

It specifically says you have to use the Ki Point 'when making your attack' not 'after making your attack'.

So before the attacks are resolved must declare use of the point for extra attacks.
