You have to wait until January 18th. You don't get to see the Round 2 rules until Round 2 starts.
I think you're probably right, but actually it's a little ambiguous since there isn't voting in the first round, exactly, and the RPGSS FAQ says this:
In previous competitions, there has been a "secret twist" revealed when the round starts. Is that happening this year?
Yes, although we're revealing the "twist" when voting closes for a round, rather than waiting until the next round begins, to give the contestants more time to prepare. There is no "twist" to the Open Call (wondrous item) design task.

I thought I remembered seeing one of the Paizo staff (I thought SKR, but I didn't see it in his recent posts) mentioning that there would be a preview of the Round 2 rules in this week's Paizo blog. I scanned quickly (not having much time on my lunch break) but didn't see it right off the bat.
EDIT: Ah, it was Sean. He hinted at it in the Paizo blog post on December 21st.

I didn't take that to mean we'd get to see the full Round 2 rules. I took it to mean we'd get some sort of introduction of archetypes to folks who haven't yet seen the APG or the new PRD content, and maybe some advice for designing archetypes. Of course, I could be wrong.
Sean did keep it tantalizingly vague, so we'll just have to see how much he wants to reveal at this point. I certainly don't think it will be the whole ruleset for the round, but hopefully there will be enough to help guide me as I mull over possibilities (on the long shot chance that I'm selected to go on).
