Do you need ranks in skill for Skill Focus feat?

Rules Questions

What I mean to say is, will Skill Focus work without ranks in named skill? E.g. half elf fighter takes skill focus in Perception, but perception isn't a class skill and has no ranks in it, does the feat still work?

Yup.

In fact, the feat works GREAT if you're looking to "make up" the +3 bonus you don't get for taking ranks in a skill that's not a class skill. That's sort of the whole point of the feat, actually.

Yes, you will get the initial +3 bonus to the skill

What about the Fly skill though? Is a Half-Elf allowed to use their bonus Skill Focus feat for this skill even though you're not allowed to put ranks in until you have a means of actually flying?

That's a DM/background question. Did he come from a background where he could have exposure to flying (a wizard mentor who cast Fly for him, or let him borrow his Winged Boots/Flying Carpet, or something)? If so, no problems.

Skill ranks represent only a bonus to using a skill. They do not represent knowledge or anything...a +10 competence bonus to a skill does exactly the same thing as 10 Ranks of a skill.

I personally believe Ranks should mean something more then a rote magical bonus, but ah well.

I may have missed it, but where is this rule found?

Under the fly skills Special rules:

Fly Skill wrote:
You cannot take ranks in this skill without a natural means of flight or gliding. Creatures can also take ranks in Fly if they possess a reliable means of flying every day (either through a spell or other special ability).

The rules don't really forbid it, so I'd allow it.

He might just be a 'natural' or a prodigy at that sort of aerobatic maneuvering (and get the Skill Focus bonus), but never be able to train and develop that knack even further (buy ranks in the Fly skill) until he gains a reliable means of flying.
