Rivers Run Red question

In the Kingdom building section it says the PCs gain XPs when they reach some milestones in their kingdom.

e.g.: Reaching a kingdom size of 5: 1600 xps

Is this a reward for each PC or a party reward that needs to be split between all PCs?
