In the PFS Core Rulebook, items with stat bumps are listed with even numbered +'s to abilities. I understand these are available for purchase, providing the character has enough Prestige Points to allow him/her to purchase these items. Are items like Belt of Strength +1, Ring of Dexterity +1 available for purchase? It seems they are, from looking over the core rulebook, at a cost of 2,000 for +1 to abilty. The 4th level rogue would benefit from a +1 Ring of Dexterity, provided she used her 4th level stat bump to add a +1 to dex. A fighter with the strength belt etc. Did I miss something in the guide that says they can only be purchased with the even numbered stats?

Magic items that can be purchased must come from the magic item chapter of the core book or off a chronicle sheet. Anything that requires item creation to come up with, like what you are asking for, is not allowed, even though you are not the one doing the creating.
Thaat's what it sounds like to me as well. Just looking for a way to make that +1 stat bump and 4th count for something!

Or maybe I can't afford a 25000 gp for a +3 Maul of the Titans, but I could afford a 9000gp +1 Maul'. Or maybe I'd like to combine all 3, an adamantine, +1, Shatterspike, Large Darven War Axe of the Titans?
What Would that cost, 3000gp for adamantine, 2000 for +1, 7000 for 'of the Titans, + 2000 for Shatterspike + 1000 for combining the 2 enchantments Shatterspike and 'of the Titans? So 10,000gp + whatever a Large Dwarven War Axe costs, like a hundred?

Unfortunately, no, no, no, no, no, no and no. All Unique magic items come "As-Is" with no customizations, modifications or alterations allowed.

Additionally, SKR has stated on a number of occasions that the lack of +1 attribute enhancing items was a deliberate design exclusion.
And that's a design decision which goes all the way back to the introduction of D&D 3E, and has been carried through 3.5, and now PF.
A +1 attribute-enhancing item is of *no* use to a character with an even number in a stat, and of just as much use as a +2 item to a character with an odd number in a stat. Having +1 items would just reward players who play those sorts of games with their stats.

having been a character with a 12 Int that needed Combat Expertise I know this is not true. Sometimes you need an odd Stat.
I can recall single Stat bump items in LG. That is, on Living Greyhawk Certs.
The cost of a single stat bump item, would be 1000 gp ... that is, 1/4 the cost of a +2. Belt of Strength +1 would cost 1000gp (bonus squared times 1000).
But it doesn't matter at this point. The campaign management has, at this time, decided NOT to bring these items into the game. If they decide to later - perhaps with a new source book - that will be thier decision and withing their power to do so. Until then, the answer to the original post is "no".

Note: You cannot modify a named magic item, however, you can build an item up to become such a named magic item. However, it has to be exactly the same, when completed, as the stock named magic item, so no mithril Celestial Armor, or such.

If you are one short for Combat Expertise, then put 1 point in INT at level 4. I had to do that once to get to 17 dex for Manyshot.
so... your suggestion would be to wait until 5th level to take the feat you want. Got that. Or perhaps I found that I would like to add my 4th level point to the DEX of 17?

In that case you probably should have started with 13 INT to begin with...

BTW, I do agree with this statement. There is use for +1 items. I however don't think they would be a good idea though.

Fair, but it's a corner case. A few feats have odd-numbered prerequisites. Ultimately, if you know you want the 13 Int, either build for it up front, or plan for it on your level 4 bump.

Just to note that such items were almost undoubtedly developed without any input from any WotC game designers, especially if they were on ARs from regional adventures. I would not point to those as examples of something that was considered to be well-balanced from a rules perspective.

True, and very much agreed.
The items were just in demand, the rules covered making them, and so... they got made.
PFS has a much tighter control over what is allowed into the campaign. I consider this to be a great advantage over LG. Which is why I said:
"The campaign management has, at this time, decided NOT to bring these items into the game. .... the answer to the original post is "no"."
That's good enough for me - I'm just a table judge.
