In which way do permant attributbonuses influence the chars ability to cast spells: it is stated:

"Intelligence: Temporary increases to your Intelligence score give you a bonus on Intelligence-based skill checks. This bonus also applies to any spell DCs based on Intelligence.

Wisdom: Temporary increases to your Wisdom score give you a bonus on Wisdom-based skill checks and Will saving throws. This bonus also applies to any spell DCs based on Wisdom.

Charisma: Temporary increases to your Charisma score give you a bonus on Charisma-based skill checks. This bonus also applies to any spell DCs based on Charisma and the DC to resist your channeled energy.

Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics related to that ability. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed."

and for example for sorceress:

"To learn or cast a spell, a sorcerer must have a Charisma score equal to at least 10 + the spell level. The Difficulty Class for a saving throw against a sorcerer's spell is 10 + the spell level + the sorcerer's Charisma modifier.
like other spellcasters, a sorcerer can cast only a certain number of spells of each spell level per day. Her base daily spell allotment is given on Table: Sorcerer. In addition, she receives bonus spells per day if she has a high Charisma score (see Table: Ability Modifiers and Bonus Spells)."

what i wann know is, does this mean a Sorcerer lvl 20 with cha 13 and a headband of cha +6 ,which he is wearing for over 24h , does grant him the ability to cast 9th lvl spells?

and is it possible to learn feats for example Dodge when you have dex 9 and you are wearing bracers of dex +6 for over 24h ?

Yes he is able to cast 9th level spells as long as he is wearing the headband and does not take it off. If he takes it off he must wait 24 hours to gain those abilities back.

Yes it is possible to learn feats but if you loose the prereq. (the belt) then you loose the feat and all other feats or abilities that relied on said feat. Until you gain the belt again.


does this imply that if your charisma is reduced for example from 19 to 13 that you are no longer able to cast spells from 4th - 9th grade ?

and i´m wondering why, in certain games like neverwinternights this is handled different -> you only receive bonus spells .

Yes, this is exactly what that means. Here's why:

Pathfinder Core Rulebook, Sorcerer Spells, page 71 wrote:
To learn or cast a spell, a sorcerer must have a Charisma score equal to at least 10 + the spell level.

I highlighted the part that answers your question. A sorcerer with this headband could wear it for 24 hours, at which time she could, and would, learn whatever spells are appropriate for her level and charisma. But if she then removes or loses the headband, she won't forget those spells (they were learned when she was legally able to learn them) but she won't be able to cast them until she gets her charisma high enough to meet the requirement.

Every spellcaster works the same way. Wizards cannot learn, prepare, or cast spells unless their intelligence is high enough, etc.

Video games often bend rules like this so that a character won't suddenly become useless in the middle of the game. Video games don't have a DM there to take pity on a useless character and provide them with resources they need.

In D&D, if I had a sorcerer lose so much CHA that she could cast her best spells, I would try to include a headband of charisma in a hoard not too far awy, or some other source for her to improve her charisma somehow. Video games can't do this - they are pre-programmed with encounters, treasure, and special events already in place, and if none of that contains what the sorcerer needs to become useful again, then the sorcerer would stay useless - so instead of risking it, they bend these sorts of rules sometimes to ensure the sorcerer doesn't become useless in the first place.

Yes

Because NWN was horribly bad about not following even remotely close to any rule. Probably done because the 3.5 rules are ridiculously hard to model in a computer (too many interactions) and simplifying them was required.

If your CHA is reduced you lost the ability to cast higher level spells.

As for NWN, it's a video game that is only roughly based on the RPG, there are a lot of differences.
