Ok, I'm going to be odd man out on the Charisma penalty. Charisma is sense of self and presense for others. I can see Tieflings having that -2 because they're unsure of their place in the workd, and are prone to be more withdrawn. The Tieflings with high charisma just have that, high charisma. The 'default' tiefling knows he's not going to be trusted and that the only ones who might, can't be trusted themselves. So why should he try?

Ah yes, Matthew, but if you consider that on the contrary tieflings are often sure of themselves and arrogant, then they deserve a +2 to Charisma...

I think level adjustment is absurd.
But I am not sure about the whole template thing, because if it is a template I would like to see at least three different variants for both Aasimar and Tieflings if it was to be templated.
But i think having a single one shot for the basic different races isn't as bad as it sounds other than three of them being shorter races there still mammalian in nature, giving to live birth, mothers breast feed and bi-pedal
Also the demonic or angelic nature added to the mix has some obviously more dominate genes in the mix I am no genealogist but according to the flavor of how they have been spun out it seems that is the defining factor in that characters make up.
It seems like it has control over multiable thing so I have never sold Tieflings (those are generally what people have wanted to play) as a Half race.
I have always sold them as there own race because half demons or devils are a different breed all together.
So after a few course of going through thing of the demonic blood (as i said generally people have wanted to play the tiefling) their traits are still dominant so I think making a template is silly because one the time involved and two, there no a Half breed.
They have spent several generations trying to thin the blood.
even if this has been traveling through dwarven ancestry it seems that demonic blood would come out on top on a number of things.
Without going through a full break down a tiefling.
I can see the only difference from the average tiefling the strong amount of body and facial hair, because that cross with several demonic factors.
When you think about it this way Tieflings and Aasimar make perfect sense as a single race.

PLANETOUCHED
Planetouched is a general word to describe someone who can trace his or her bloodline back to an outsider, usually a fiend or celestial. The effects of having a supernatural being in one's heritage last for many generations. Although not as dramatically altered as a half-celestial or a half-fiend, planetouched still retain some special qualities. The two planetouched varieties described here are the most common. Aasimars are humans with some trace of celestial blood in their veins, and tieflings have some fiendishness in their family tree.
AASIMAR
Aasimar are usually tall, good-looking, and generally pleasant. Some have a minor physical trait suggesting their heritage, such as silver hair, golden eyes, or an unnaturally intense stare. Most aasimars are decidedly good-aligned. They fight against evil causes and attempt to sway others to do the right thing. Occasionally they take on the vengeful, judgmental aspect of their celestial ancestor, but this is rare.
Aasimar Racial Traits
+2 Strength, +2 Charisma, -2 Dexterity: Aasimar inherit the physical prowess of their celestial ancestor. They are pleasant and good-looking, but have slow reflexes.
Medium: Aasimar are Medium creatures and have no bonuses or penalties due to their size.
Normal Speed: aasimar have a base speed of 30 feet.
Darkvision 60 feet: Aasimar can see in the dark up to 60 feet.
Planetouched: Aasimar are humanoids with the planetouched subtype. They are susceptible to spells and effects that specifically target both humanoids or outsiders.
Keen Senses: Aasimar receive a +2 bonus on sight- and sound-based Perception checks.
Celestial Presence: Aasimar receive +2 racial bonus on Diplomacy checks.
Energy Resistant: Aasimar have resistance to acid, cold and electricity 5
Languages: Aasimar begin play speaking Common and Celestial. Aasimar with high Intelligence scores can choose any of the following: Draconic, Dwarven, Elven, Gnome, Halfling, and Sylvan.
Favored Class: The favored class of aasimar is cleric(*) or paladin. This choice must be made at 1st level and cannot be changed.
TIEFLINGS
Many tieflings are indistinguishable from humans. Others have small horns, pointed teeth, red eyes, a whiff of brimstone about them, or even cloven feet. No two tieflings are the same.
Tiefling Racial Traits
+2 Dexterity, +2 Charisma, -2 Wisdom: Tieflings have finely honed reflexes and project a commanding aura, but they often lack insight.
Medium: Tieflings are Medium creatures and have no bonuses or penalties due to their size.
Normal Speed: Tieflings have a base speed of 30 feet.
Darkvision 60 feet: Tieflings can see in the dark up to 60 feet.

Sneaky: Tieflings receive a +2 racial bonus Stealth checks.
Silver-Tongued: Tieflings receive +2 racial bonus on Bluff checks.

Languages: Tieflings begin play speaking Common and Infernal. Tieflings with high Intelligence scores can choose any of the following: Draconic, Dwarven, Elven, Gnome, and Halfling.
Favored Class: The favored class of Tieflings is rogue or sorcerer. This choice must be made at 1st level and cannot be changed.
(*) Actually the choice for favored class for the aasimar is apostle or paladin, where apostle is my spontaneous divine caster, a sort of reimplementation of the favored soul along the lines of the PFRPG sorcerer, using "divine spirits" similar to bloodlines (but currently unfinished).

The way that I see it, there are two distinct approaches to planetouched, both of which have a slightly different assumption at their core.
1) Planetouched as template. This scenario IMO works best when the various planetouched are produced with irregular frequency, with little or no shared ancestry with one another. A tiefling is born to human parents when a long dormant infernal spark activates within their blood, passed down silently through the generations, only rising to the forefront with that child, seemingly at random. Or a priestess of Lamashtu gives birth to the tiefling child of her coupling with a half-fiend consort who she sacrificed after their mating. Multiple templates would need to exist to allow for frequency and variation in tieflings, etc produced by different sources, or a table of attributes to include with the template.
2) Planetouched as their own race by itself. This works best if you're running a game on the planes, or within a society where planetouched are more common, and have a large enough presence to have formed their own communities and even their own bloodlines through multiple generations. These planetouched, using tieflings as an example, may have multiple sources of their particular infernal blood, all mixed up and blended together. They've interbred within their own community, and with fresh influx of various mortal races and even new infusions of fiendish blood that they're their own thing by that point - too distinct and complex to be a template applied to a base race, because they're become the base race effectively. For what it's worth, this was how Planescape handled it, and how I'd handle it assuming the conventions I mentioned above apply to the specific instance in question. And just like with the template idea above, I strongly support planetouched races having a table of variant traits, with a note for DMs to make them up as they feel appropriate to fit whatever beings influenced a particular tiefling's heritage.
