Actually, I do believe that the Pathfinder RPG is going to be OGL... At least, most of the stuff in Pathfinder Alpha is, and I don't see why they'd release stuff as OGL now that they'd only make non-OGL later. What is not OGL is the Pathfinder Chronicles setting info--proper names, etc. So, since the crunch of the Pathfinder RPG will be OGL, it makes sense that 3rd parties could write adventures for the system... just not ones set in the Pathfinder Chronicles setting, since that is the sole purview of Paizo.
That said, I don't think anything has been stated on whether any other publishers are planning on utilizing the Pathfinder RPG.

Unless I misunderstood an answer James Jacobs made to a similar question, they are not planning to allow the campaign world to be developed outside Paizo.
The cannon world will not be able to be edited outside the company, but add on books are possible i think since it uses the OGL...

If Necro were to release a product for Pathfinder, I would not purchase it. I'm not sure what might persuade me to buy another Necro release. I have my reason.
Necro before seeing the 4e rules or GSL declared themselves 4e bound. This is "me too" thinking I find appalling. Then, to compound matters, Clark made a declaration (paraphrasing) along the lines that 4e would be great and that Necro looked forward to supporting 4e. Again, this was done (at the time) with ZERO knowledge of the rules and ZERO knowledge of the GSL. Had such statements come from anyone other than a major 3rd party publisher they would have been hooted down as rank boosterism. As is, they were just plain boosterism.
I choose to patronize more thoughtful publishers. While I have no love of 4e, I don't think it unreasonable that a company might decide to support 4e. I do think it unreasonable that a company would choose to so position itself with 4e and the GSL SIGHT UNSEEN. So, I vote with my wallet. While I used to regularly purchase Necro products, Necro can go begging in my household.
YMMV but its my opinion and I'm entitled to it.

Much Like GVDammerung, I found myself turned off by some of Necromancer's 4e posturings--specifically, the announcement of a 4e "Adventure Path" on the heels of the introduction of Pathfinder RPG.
I found the timing of that particular announcement distasteful considering the relationship between the two companies and that (and not the fact that they will be 4e) has soured me on Necromancer's future products.

In any case, even if they don't, as long as no one forgets about keeping 3P backwards compatible, the original Tome of Horrors will do just fine.
And the also-excellent second and third volumes. I'd be hard-pressed to pick a favorite from that series. Those are, without a doubt, my three favorite monster books.
