ok, i just realized i misread the targets... so, this spell enchants other creatures to ignore you, rather than masking yourself away from everyone, meaning you can only block a limited number of opponents, and only the ones you can pinpoint for targetting with the spell, visible and within range and whatnot...
it still seems way more powerful, especially if you can control the circumstances to limit the uncertainties of other observers.

Targets get a save, too. Invisibility has to be countered by special abilities, this can be countered by a regular save.
But, this can bypass all of those special abilities if they fail their save. You could pull off a Bilbo Baggins-like theft from a dragon if they failed the save...if. Very cool spell.

If you can get a dragon to fail its save to Hidden Presence, you can get it to fail a save to Suggestion and send it on an hours/level mission to go pick up some treasure or hunt deer or something while you loot their empty lair. Also note that if you steal something that the dragon perceives, it gets a new save every time the environment changes as a result of your actions. It's a cool option, but not that powerful or game changing.
If you use it on groups (something that Suggestion can't do at this low level) you're likely to have one make his save, and once he attacks you everyone else gets a second save.
