GM, when I say "throw a garland over the shoulder", I mean drape the thing on the shoulder, not disrespectfully tossing it away.

I’ll be out of town from December 22 to December 29, so my posting will be intermittent during that time. Please feel free to bot my character if needed. I may also be quite busy from December 30 to January 1, though I expect many of us will be as well.

Should we just mess around, or is this some sort of race track? I suppose I want to know whether these should be bumper carts (mechanics indicate as much) or go karts.

It's bumper carts, as on slide 5, there will be things to bump into later in the game. So the goal is to bump things, not win a race.
The scenario says
The PCs may start anywhere on the bumper sled tracks (the elevated yellow-lined portions of the map) and have all their regular equipment with them. The sleds scale to the size of each individual PC. Allow the PCs part of a round to familiarize themselves with how the sleds work
Your token is your cart. For Big Red, we'll just have to say his cart centers on the track. The track is the path outlined in yellow on the slide 6 map. At the center of the track and 3 of the sides, there are objects covering the track, treat those as achways you can pass through.
The rules don't say what to do if you go off the map on the tracks, so I'm going to say that if you go off the map on a track, you come back at the next track on either side (your choice) of the one you left on.
For practice:
Round 1: Place your tokens anywhere on the track in any order (whoever posts first ). This is your only action in round 1.
Round 2: Try to bump each other in any order (whoever posts first). You get your normal 3 actions.
Round 3 or 4: Same as round 2 if needed before the actual game starts.
Once everyone has had a turn in a round, you can move on to the next round if I'm not around to post it.

So looks like we will have 3 players out 24th-25th and two out until the 29th. With one out or busy until January 2nd
After this practice round, we could either.
1: Push on botting people, or
2: Pause the game until everyone is back, or
3: I could come up with some side quests to give us something to do until everyone is back.

Happy holidays to you, too. I hope everyone had a wonderful time with family and friends.
I'd go for either option 1 or 2 (no need to give yourself extra work to do!). My vote's to give it several days of rest until most of us are back on board and then kick off again, botting for the 1 or 2 as needed.

I am sorry for not moving my token. I thought the sled were going in the opposite way.
That's fine, it's just the practice round. As long as the sled follows the tracks, they can go in any direction. Once the practice round is over, we'll do a reset. I finally got he real map for this over the weekend, so setting it up so I can test better.

Do I need to use actions to get back on the track? It looks like the map has a circular road from the ground leading up to the tracks above.

The structure at the center of the map with the yellow arrows >>> is a ramp back up to the track. Once you get to it, it takes another action to go up to the track.
You can also shoot from the ground, but the target gets cover from the track +2 AC and + 2 reflex saves.

How tall are the walls of the track? Could I just stay in my current position and snipe penguins from my car, or do I have to be next to them?
The tracks don't provide cover when you're on the same level, so yes, you can shoot freely from where you are.
The tracks only provide cover when someone on the ground is shooting up at something on the tracks.

"This isn't how it's supposed to work. If you're next to a plasma penguin, bump it away before shooting to protect yourself from the blast radius."
Hope my comment to CTU didn't confuse anyone. This encounter was much easier to run in a live in-person game. Being able to talk in real time helped the players figure out the game. Daskar's comment was just me passing on some of the things they learned, like burning then shooting to be out of the explosion radius, but just shooting is still a perfectly good tactic.

I didn't realise that Thommo missed a turn, though!
Thommo didn't miss a turn, one of the penguins died, and moved everyone after it up in the initiative order. So everyone is up, but split between turns. I had accidentally only copied and pasted Thommo, so I added the other 2 back in my last post.
