Are there specific skills we're supposed to use, or just anything we can justify?

Good to know what the goal is, even if you had to meta-feed it to us.
Acrobatics +7, Athletics +8, Engineering +4, Intimidate +5, Medicine +4, Piloting +9, Survival +5,
Burn doesn't have any really shiny skills. Athletics would be his best but the armor check penalty reduces his score. His biggest talent is being willing to stand in the way of danger. And having good armor and a big gun.

Thoughts for other things to try:
Burnham - Acrobatics, Athletics and Piloting to show we can engage in pursuit of different types
Oshari - Sense Motive (with theme knowledge) for being able to sort through any information we get for truth (though that may be hard to demonstrate)
Vomatian - Engineering to set a trap or avoid one
Kapteyn - a random blast spell right prove that we can fight, or fear for additional information or comprehend languages for spying

If we're at a point where +7 to +9 are as good as any other modifiers we have, I'm willing to give it a shot. I could invite him out for a drive.

It occurs to me that at least with this heist, the one thing we don't really need to worry about is getting caught, since we have diplomatic immunity and we're stealing from thieves anyway.
With that, I'd say that the order of priorities for information would be, from most to least important:
1. Floor Plan
2. Troop Composition
3. Information on Security Network
4. Guard Posts
5. Access Codes
since we can make educated guesses on a lot from the floor plan, and we're not exactly swimming in stealth, so we'll probably end up in a firefight no matter what we do. What do you all think?

Burn's not very smart himself, but he values intel. Another round of info gathering is a good idea.
In general I agree with your priorities with the possible exception of Access Codes. Meta gaming -- How do we think Vomatian will do versus locked doors and such? If we think +12 and +13 will get us less than a 75% success rate then we should raise their importance.
