@Jim: Thrown weapons don't function underwater unless you have a launcher. I suppose the smoke effect would still hold - it's just dirty particles emitted by a device, they'd still have an effect underwater.

Settling into a bladed stance with his heavy machine gun at the ready, Krag whistles like he's calling some kind of small canine to come. He's still whistling after his opening salvo:

Big Jim starts to remodel the squirming serpent with his seismic pick as his personal comm unit starts exuding out static noise. These serpents come highly charged.
I'd need any technological item to roll a fort save - just roll it when you use one. Unless you clear DC 17 it malfunctions while in range
Jim drill down on the skull of the sighless serpent, and buster adds a fiery bolt to the mix.
The blue serpent just trashes around, while two more swim up close. The last one lashes out with a long tongue at Jim, grappling the vesk with a gross lick.

Gunnz backs off, and finds her pistol returns to function.
The effect always lasts at least one round
Umbro shoots at the purple serpent, and manage to hit it in the long part. Jim stands his ground, and lets buster do the shooting, which looks to be effective.
Katrina doesn't feel any pain from the lick, but feels all the more gross. She makes up for it by dealing a LOUD blast to purple.
