Octavonius holds his spell ready as both Amala and Fellzir fire into the misty fog - with one bolt striking true, eliciting a cry of pain - while Hallidan moves into the fog.
Amala sees the boy she struck move deeper into the mist and soon loses sight of him - and for a few seconds you lose sight of them - but Hallidan sees the pair emerge on the other side as one of them pauses to send a wave of healing energy over themselves, whilst the other casts a spell!

As Aurelius dashes off to check up on their prisoner, Hallidan moves to finish off the closest twin (his eyes easily recognizing the Iomedaen priests) - but before he can act...

his gaze is drawn forth as a clear, heavenly voice calls out from above you! As you all peer upwards you spy a halfling-sized, winged humanoid - its skin as smooth as polished marble - cries out "You shall NOT have my charges!" While it wields a bow and carries a quiver full of arrows on its back it does not fire at any of you, instead landing on the ground next to the startled brothers, as it intones a blessing upon them! As if to add insult to injury Hallidan feels a compulsion to avoid striking at the wounded brother!
Hallidan: I need a Will save DC 13 to attack Loran here.
The two brother's eyes alight at the sight of the angelic figure even as one calls upon their goddess to heal, whilst the other casts another defensive spell.

"Damnation!" Octavonius curses hearing the noises on the other side of the fog wall. He double moves in an attempt to join Amala and Hallidan on the other side.
As soon as he spots the small winged creature his eyes go wide. "What in the nine bloody hells is happening?"
He will attempt a knowledge check, assuming it's Planes. If it's Religion or Local it will be -3 if Arcana it would be -4. If it's Nature he wouldn't be able to roll at all.

Amala's shot at the angelic figure goes wide, while Fellzir moves to cut off their escape. Octavonius recognizes this as an angel known as a Kuribu which is called to this plane to serve the forced of Heaven. It has the ability to project various blessed aspects to aid it in its mission, and also while the protective aura it boasts is not as powerful as other angels, it is a capable foe.
Hallidan tries to target the warded brother but despite feeling like he overcame the compulsion to avoid attacking - he finds that he targeted the other twin and indeed he feels the strange unluck pass through his body - and strikes true! What happened is Hallidan failed the Will save to attack Loran but he managed to strike the other brother as he was not warded.
The brother's retaliate against the tiefling here...along with the angel as it shifts aspect to take a lionlike form - and it proceeds to bite Hallidan!

With a flourish of chants and gestures, Octavonius casts Mage Armor upon himself before pulling out his crossbow seemingly eager for the fight ahead.

At minimum charges concerning their actions are attempted breaking and entering, violent assault on agents of the law, enlisting and consorting with hostile outsiders while doing so, attempting to free duly imprisoned prisoners of the state, using magic in pursuit of their crimes, using lethal weapons in pursuit of their crimes...

You could use precedent based on Armigers Zathrik and Arkhan against the Order of the Scourge, case number 4/X-79-9. He almost hears a voice in his head.
If you slay them now, Lady Amala, you turn them into Martyrs, but if we crush them at a trial, and then slay them, we kill both them and their memory. Is this not a greater vengeance then a mere martyrs death? Aurelius whisper to Amala in infernal, seeking to deterr her from slaying the brothers right now.
Armiger Arkhan was a Order of the scourge Armiger who was detained for multiple small infractions. Armiger Zathrik attempted to free him, with the aid the the outsider entity Alitherisiel, a proclaimed Azata in the service of Milani, but who has been ascertained to be the Succubus Alithera, in service of Nocticula, her extremely lackadaisiacal attitude to her "fake names" being a bit of a calling card. Both Armigers were sentenced to death in Absentia, which, since one of them was already dead, began a long series of trial in which the aforementioned Alithera, Succubus in service of Nocticula, sued the Chelish empire, demandeding backpay with interest for acting as an executioner via different attorneys. This court case is still ongoing, in part due to varying complexities regarding length of services when on a plane with different time flows, alas Alithera remains the executioner with the highest ever reported consumer satisfaction.
