Once everyone moves out of the swarm TEC-9 and Benoit can use their weapons with the line property to attack it. Benoit is also in powered armor so his speed won't be affected by the haste spell, but he will be able to move and full attack. TEC-9, is a construct so it wouldn't be affected by an attack that requires a fortitude save.
Benoit Fortitude Save: 1d20 + 11 ⇒ (5) + 11 = 16
Benoit, moves out of the swarm and TEC-9 turns to face it. guarded step
Benoit, then turns to face it and his lightning pistol pivots into the firing position from its mount on his powered armor's shoulder.
TEC-9's disintegrator cannon gives off an intense buzzing noise as it powers up in preparation to unleash a stream of disruptive energy at its target.
I'll take the following action after everyone everyone moves out of the swarm.
Anyone firing on the swarm with a ranged weapon gets a +1 bonus from Benoit's coordinated shot feat.

The swirling motes of the swarming stones leave Grump with little option other than to get out of the swarm. He moves forward, trying to use the pillars as cover from the swarm & its' mistress atop the pyramid.
(Side note - Grump's Electrostatic Shield would have triggered, dealing 2d6 electricity to all those adjacent. (Sorry Gremvest).)

I've had GM's rule differently in the past when it comes to swarms, for these reasons:
1) Although there's no attack roll, the swarm is doing physical damage via contact2) With many of the swarm elements 'hitting', the response would act as an area effect.
3) And, in this particular case, the swarm is weak to electricity, which the electrostatic field is putting out.
Ultimately though, I'll leave it up to our GM to make that decision.
